What justifies a city manager getting paid 28,000 dollars and hour? sound dumb?

how do i figure this? the city manager of bell, ca, gets 747,000 dollars a year!! for 30 hurs of work a wekk because all city council members in this city are part time? my bad! it might be more like 55,000 bucks an hour!!plus, this fat slob will get 600,000 a year in persion! and we wonder why states and cities are broke? then layoff city workers who do all the work? is it any wonder america is going down tubes with corruption and fraud?
